Richard R. Vickers joined the firm as “Of Counsel” in January of 2013. He has been engaged in civil litigation for 32 years and has practiced exclusively in eminent domain for the last twenty years. During his 16 year tenure at District 7 of the Florida Department of Transportation, he served as District General Counsel and personally litigated all access cases on the US 19 corridor as well as overseeing all legal matters in the in the five counties within District 7. He also spent four years condemning land for Pasco County. Mr. Vickers has litigated literally hundreds of eminent domain parcels and has tried over 50 jury trials. He brings an intimate knowledge of the issues facing condemning authorities to the litigation team at Smolker Bartlett.
